India’s National Tobacco Control Programme (NTCP), launched in 2007, supports research and training on alternative crops and livelihoods. It primarily aims to reduce production of non-FCV tobacco (i.e. bidi/hukka/chewing tobacco). A three year pilot study conducted through the Central Tobacco Research Institute (CTRI) identified six potential alternative crops: potato, maize, sunflower, moringa, mustard and groundnut. But ten years on, the CTRI does not understand any of these crops as a substitution, but rather as an addition to tobacco.
