Since 2005, the National Programme for Diversification in Tobacco Growing Areas supports farming families to diversify from tobacco. The state-funded programme is run by the Ministry of Agrarian Development (MDA).
Tobacco farmers can choose from a wide array of alternative activities, for which technical training and assistance is provided.
Alternatives include grapes, coffee, dairy and fish farming. The programme primarily aims to improve food security for smallholder farmers, focusing on diversification rather than crop substitution.
